The City of San Luis Obispo is currently offering a lump-sum incentive for most positions which may be valued up to $5,000 and in addition the City is also honoring service credit towards vacation accrual for completed public sector years of service. For those who are out of the county of San Luis Obispo, up to a $5,000 relocation assistance may be available.   

JOB SUMMARY:
Plans, coordinates, and manages information technology projects through the project life cycle, including identifying users’ needs, gathering detailed requirements, analyzing project feasibility, developing project scope and estimating budget, designing and programming systems applications, technical review and systems testing, and overseeing implementation; and performs related duties as assigned.

CLASS CHARACTERISTICS:
This single-position classification performs professional-level work managing all aspects of complex information technology projects, from conceptualization through implementation. This classification is distinguished from other information technology management classes in that the incumbent manages projects through the project life cycle rather than managing a distinct operating unit. This class is distinguished from other City project managers in that the incumbent focuses on managing information technology projects specifically for the Information Technology Division.

SUPERVISION RECEIVED AND EXERCISED:
The Technology Project Manager receives general direction from the Information Technology Manager  and  collaborates with executive sponsors of the projects they manage. Project direction may be provided to professional, technical, office support, and contract staff.

EXAMPLES OF DUTIES:

  • Manages information technology projects, including projects for enterprise systems. 
  • Establishes and maintains technical information services standards for work products and work methods within assigned functional area. Plans and documents project objectives, tasks, timelines, budgets, and work assignments.
  • Manages all project activities, including knowledge transfer from third parties to staff.
  • Leverages standard project management methodologies, including as-is and to-be process models, use cases, stories, data flow diagrams, mock-ups, and traceability tables.
  • Works with vendors and management to mitigate and identify all risks and concerns.
  • Drives projects to completion through managing all project delivery activities, including requirements gathering, project planning, and execution for medium to large strategic initiatives.
  • Documents detailed requirements, customizations and configurations, and design specifications.
  • Develops rough estimates of the timelines, risks, and costs of developing, implementing, operating, and maintaining proposed new or changed systems or modules, in collaboration with stakeholders and solution providers.
  • Identifies procedural changes and establishes new workflow and processes.
  • Coordinates work and communications between external partners and internal user groups.
  • Conducts post project reviews and creates a recommendation report in order to identify successful and unsuccessful project elements.
  • Develops and delivers progress reports, proposals, requirements documentation, and presentations.
  • Performs related duties similar to the above in scope and function as required. 


KNOWLEDGE AND ABILITIES:
Knowledge of:

  • Microsoft Office Products (advanced knowledge).
  • Software as a Service (SaaS) or Cloud.
  • Principles of project performance measurement, systems analysis, and statistical measurement.
  • Systems Development Life Cycle related projects.
  • Appropriate initiation, planning, execution, control, and closing of project deliverables.
  • Research techniques, methods, and procedures. 
  • Current project management methodologies/tools and techniques.
  • Business units' missions and processes as applicable to project activities.
  • Methods and techniques of project management, including budgeting and scheduling, development of project charters, risk assessment/management, staff resource leveling, tracking variances, business requirements definition and analysis, and stakeholder analysis.

Ability to:

  • Communicate across multiple lines of business, managing project financials, scope changes, risk mitigation, and other measures to ensure projects are completed on time and within budget.
  • Develop integrated baseline project plans applying estimating models, identify resources and skills required, document estimating assumptions, refine plans and manage performance against them. 
  • Manage project team activities; analyze complex business problems to provide appropriate solutions; implement solutions that leverage technology to accomplish stated strategic business objectives.
  • Communicate effectively with technical resources and present to executive business sponsors. 
  • Plan, organize, prioritize, and manage information technology projects.
  • Foster and engage teamwork at the highest management and professional levels of customer/supplier organizations.
  • Listen, advise, and lead teams to success; provide project direction; monitor, train, and coach project staff.
  • Manage resources within budget and policy parameters.
  • Recognize and resolve problems; develop recommendations and solutions.
  • Effectively facilitate meetings, create and deliver presentations, and build consensus.
  • Work effectively in a dynamic, changing environment.
  • Negotiate and influence mutually beneficial project objectives.
  • Establish and maintain effective working relationships with those contacted in the course of the work, including diverse internal and external customers. 
  • Work with diverse populations and maintain an inclusive environment.
  • Possess strong interpersonal skills, such as listening, speaking, advisory, mediation, reconciliation, and consensus building.

TYPICAL QUALIFICATIONS:

EDUCATION AND EXPERIENCE:
Graduation from a four-year college or university with major coursework in computer science, information technology, applied technology, business administration, or a related field;
and
Three years of project management experience, including roles as a project manager, an assistant project manager, or a key project team member on a large-scale multi-departmental or organization-wide project;
or 
An equivalent combination of education and experience.
This position requires the successful passing of a background investigation performed by the San Luis Obispo Police Department.

POSSESSION AND MAINTENANCE OF:

  • A valid California class C driver's license and a satisfactory driving record.
  • PMP Certification is highly desirable.  
  • CMMI Process Improvement or other Process Improvement certifications is highly desirable.
  • Experience with Full Lifecycle ERP Implementation is desirable.
