First 5 San Luis Obispo County is a public agency with a mission to allocate funds and advocate in support of children prenatal to 5 years old and their families so that they are healthy, ready for school, and living up to each of their unique potentials.

Project Summary

Help Me Grow (HMG) is a system model that works to promote cross-sector collaboration in order to build efficient and effective early childhood systems that mitigate the impact of adversity and support protective factors among families, so that all children can grow, develop, and thrive. Efforts to implement HMG are being spearheaded by First 5 San Luis Obispo County. Multiple partners are coming together to enhance local approaches to track developmental milestones, to address developmental challenges during early childhood, and to help families access appropriate supports.

MHSA Innovation Funding: The Mental Health Services Act (MHSA) Innovation component funds are designed to test new methods to serve and engage the community’s mental health field. The goals of the Innovation projects are to build capacity within the community by learning new and adapted models for promoting positive mental health and reducing the negative impact of mental illness and stigma.

The 3-by-3 Developmental Screening Partnership is a MHSA Innovation proposed by County Behavioral Health of San Luis Obispo County and adopted by the Mental Health Services Oversight and Accountability Commission in August 2018. First 5 San Luis Obispo County has been designated as the lead of the 3-by-3 Developmental Screening Partnership. This innovation project tests three methods for delivering comprehensive and recurring screening results for young children to pediatricians. Each of the three methodologies will include the administration of up to three developmentally-appropriate screening encounters before the age of 3 years old. Screenings will take place at ages: 9 months, 18 months, and 24-30 months, and will be offered in English and Spanish. The three methodologies tested include: screening administered by an in-clinic Health Educator, screening by Self-Administration, and screening by a Child Care Provider. A learning goal of this project will be to determine which type of screening is most conducive for increasing knowledge of parents/primary caregivers on mental health issues and child social-emotional development, as well as which type of screening allows pediatricians to fully engage parents/caregivers who are in need of referrals. The 3-by-3 Developmental Screening Partnership is one way in which HMG is being implemented in San Luis Obispo County.

Job Description [16 hours/week (.4 FTE); Term Limited, through June 2022]

Under supervision of the Associate Director; coordinate and administer local activities associated with the 3-by-3 Developmental Screening Partnership related to First 5 SLO County’s Lead Agency role. Provide staff support on other HMG tasks assigned to existing First 5 staff. Represent the 3-by-3 Developmental Screening Partnership at community meetings and other local/regional/state events related to HMG. Foster cross-agency communication and participation in 3-by-3 Developmental Screening Partnership activities.

Major Duties and Responsibilities

  • Provide support to First 5 staff in monitoring program implementation: Help Me Grow development (HMG Special Projects Administrator), contract development and program monitoring (Associate Director), budget and planning (Executive Director), and public awareness and outreach (Outreach and Communications Officer)
  • Conduct site visits with contracting partners and participating sites
  • Monitor data collection
  • Monitor and participate in updating budgets
  • Develop policies and procedures related to project implementation as needed
  • Respond to data and program-related inquiries regarding the 3-by-3 Developmental Screening Partnership
  • Compile and submit required reports to the County of San Luis Obispo Behavioral Health Department
  • Attend HMG stakeholder meetings
  • Update First 5 staff and Commissioners on project-related activities at the local/regional/state level
  • Support contracting partners as needed
  • Conduct research and share knowledge on best practice in the area of developmental screenings
  • Other duties as assigned

Minimum Desired Qualifications

  • Bachelor’s Degree from accredited college or university
  • Two or more years of professional experience in project development, implementation, and monitoring
  • Demonstrated administrative experience and organizational skills
  • Strong written/verbal communication and research skills
  • Strong computer skills (minimum: Word, Excel, PowerPoint, Publisher)
  • Comfort/experience building collaborations with community partners
  • Experience or interest in working in the field of health & human services
