Description:

Oversee benefits administration, off- and on-boarding of employees, workers’ compensation, health and safety programs, leave of absences, tax deferred programs, health & wellness programs, CalPERS retirement, group insurance, and other benefits related programs. Assist the Director of HR in supporting the overall mission the HR department and Cal Poly Corporation (Corporation).

Typical Essential Functions:

  • Administer and manage employee benefits programs, including but not limited to medical, dental, vision, life insurance, CalPERS retirement, FSA, long term care, etc.
  • Assist in the procurement of ancillary insurance
  • Conduct open insurance enrollment meetings
  • Process insurance billing statements, ensure accuracy, and audit as necessary
  • Maintain personnel database and payroll system, including entering new employees, processing changes, as it relates to insurance enrollment, changes, and terminations
  • Initiate New Account Requests for email, calendar, windows login, etc.
  • Act as a liaison with CalPERS as it relates to medical insurance and retirement
  • Process COBRA enrollments and coordinate with payroll department
  • Monitor and ensure compliance of the Affordable Care Act including required reporting
  • Oversee and administer all leaves of absences including but not limited to FMLA, CFRA, workers’ compensation, catastrophic leave
  • Assist employees and EDD with SDI coordination
  • Administer the 403(b) and 457 programs
  • Develop and maintain health and wellness programs
  • Create and update all benefit and leave forms
  • Maintain the Injury, Illness and Prevention Program (IIPP)
  • Administer workers’ compensation, complete and report claims, research claims, and work closely with carrier
  • Manage the workers compensation renewal process and the selection of carriers
  • Maintain required OSHA reports and logs
  • Act as the Safety Officer to meet the safety goals of the Corporation
  • Act as Telephone Coordinator
  • Assist managers, employees, applicants, and vendors in answering inquiries and issues pertaining to human resources
  • Assist in developing and implementing policies and procedures related to employee benefits
  • Complete a variety of reports for agencies, CSU, and management
  • Participate in committees as appropriate
  • Stay current on legal updates and requirements related to this position
  • Responsible for maintaining job skills and compliance related knowledge
  • Serve as backup to HR Manager and Human Resources Assistant
  • Perform other duties assigned

Minimum Qualifications:

  • Graduation from an accredited four-year university
  • Minimum five years of progressive, responsible human resources experience, preferably in education
  • Extensive knowledge of benefits administration, leaves of absences, and workers’ compensation
  • Working knowledge of employment labor laws
  • Experience with CalPERS retirement and insurance is highly preferred
  • Ability to perform complex, highly responsible and confidential duties
  • Excellent computer skills including Microsoft Word and Excel
  • Ability to prioritize, plan, organize, and meet time lines
  • Ability to lead others in managing tasks; train and evaluate the performance of assigned personnel
  • Ability to establish and maintain cooperative and effective working relationship with others
  • Excellent verbal and written skills and the ability to interface with all levels of staff, Board of Directors, university community, including students, faculty and staff, and the public
  • Interpersonal skills using tact, patience, and courtesy
  • Ability to maintain regular and reliable attendance
  • A background check is required for all regular benefited positions
  • The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment
