About the Position

The Facilities Planning Division in the Public Works Department at the County of San Luis Obispo is seeking an experienced Program Manager to develop and lead a countywide physical facility security enhancement program.

The Facilities Planning Division is primarily responsible for overseeing the County`s Capital Improvement Plan and leading defined programs to collect and analyze data to identify, scope and prioritize various types of facility-related capital projects. This planning work helps transform identified facility needs into well-defined capital projects that can be funded and delivered.

This new Program Manager will serve in a high-profile role within the Facilities Planning Division, with an initial focus on developing a comprehensive physical security program that will guide future improvements to County buildings and infrastructure. Specifically, the Program Manager will: (1) develop and implement a process to conduct comprehensive physical security assessments for all County facilities and infrastructure; (2) facilitate regular meetings of an Executive Steering Committee dedicated to lending their diverse expertise to guide the program to meet defined goals and objectives; (3) systematically and strategically plan capital projects derived from the results of the assessments and informed by the Executive Steering Committee; and (4) collaborate with other members of the Facilities Planning Division who are responsible for planning projects in other disciplines to identify potential opportunities to incorporate security-related enhancements into those projects.  

The successful candidate will be a strategic and collaborative program leader who can build a new program from the ground up, analyze complex facility needs, facilitate decision-making among diverse stakeholders, and translate identified needs into actionable capital improvement strategies.

The Ideal Candidate

The ideal candidate will have foundational knowledge of facilities and general security principles, capital project planning, and local government operations.  

The ideal candidate will be capable of soliciting proposals for, collaboratively selecting, and confidently managing a consultant responsible for conducting comprehensive physical security assessments for all County facilities and infrastructure over the course of multiple years.  The ideal candidate will be required to develop a process to conduct this sizable work effort and objective standards that can be implemented throughout the process, as well as consistently reporting to a variety of stakeholders in numerous formats on the status and next steps.  The ideal candidate must be proficient in gathering, managing, and analyzing vast amounts of data and information from numerous sources.  

The ideal candidate is an exceptional communicator, skilled at collecting information, facilitating executive steering committee meetings, building consensus, and clearly and concisely presenting sound recommendations.  The ideal candidate is highly organized, skilled at managing and leveraging vast amounts of information to make strategic decisions.  The ideal candidate can work independently but is also capable of appropriately and professionally collaborating with colleagues at every level of the organization.  

Minimum Qualifications: 
Education and Experience

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Possession of a bachelor`s degree from an accredited four-year college or university in public administration, business administration, public policy, or a closely related field. In addition, three years of progressively responsible professional experience in the planning, coordination, administration, or management of programs, including responsibility for program operations, budgets, contracts, grants, and staff.
