Parking Enforcement Officer

The City of Pismo Beach is seeking a part-time Parking Enforcement Officer to support safe and efficient parking operations in our beachside community. This position involves working outdoors, engaging courteously with residents and visitors, and enforcing parking regulations with professionalism and sound judgment. Dependability, clear communication, and the ability to work independently are essential.

Under general supervision, performs a variety of field and office work supporting the function and use of the City's parking program. Monitors meters and applicable parking equipment, patrols assigned areas, enforces parking regulations by issuing citations, checks parking meters for proper operations and collection of fees. Requires knowledge of City parking rules and regulations and the ability to courteously and tactfully deal with the public. Performs a variety of administrative tasks in support of assigned area of responsibility.

This position will work approximately 19 hours per week and may involve weekends. This is not a Retired Annuitant eligible position.

Examples Of Essential Job Functions

  • Responds tactfully to questions and comments from the general public.
  • Provides information to the general public on laws, regulations, and ordinances affecting parking; provides general assistance to all with emphasis on customer service.
  • Monitors parking spaces used/blocked by construction projects
  • Implements goals, objectives, ordinances, regulations, policies, and priorities for parking enforcement programs.
  • Personally performs parking enforcement duties, including writing and issuing notices of violations.
  • Coordinates with the Parking Division Supervisor regarding any changes, non-operational meters, damaged meters, etc.
  • Provides administrative support to the Parking Supervisor as needed.
  • Receives, investigates, and responds to problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Provides customer service informing citizens of parking regulations and assisting citizens with completing transactions for paid parking.
  • Acts as a liaison between the public and City.
  • Performs other duties as assigned

Knowledge of:

  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures.
  • Principles and practices of public relations techniques.
  • Methods and techniques of effective technical report preparation and presentation.
  • Modern office practices, methods, and computer equipment and applications.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for effectively dealing with individuals of various ages, various socio-economic and ethnic groups, and effectively representing the City in contacts with the public.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Methods, materials, tools, and equipment used in parking meter repair.
  • Basic electronic components and equipment.
  • Computer programs and systems.

  • Enforce parking rules and regulations fairly and impartially.

Qualifications

High School Diploma or GED, and one (1) year of experience involving frequent public contact and customer service. Parking enforcement experience with frequent public contact is desirable.

Licenses and Certifications

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.

This position is not eligible for benefits, except as mandated by law. Part-time employees receive 40 hours of paid sick leave per calendar year.
