WORK DAYS:
260 days (12 months) - 260 Day Work Year Calendar

Monday - Friday, 8 hours/day, 6:30 a.m. - 3:00 p.m.

SALARY:
18M - Management, salary placement from $114,548 to $136,956 annually
Salary prorated based on start date and prior experience.

TITLE: SENIOR BOND CONSTRUCTION PROJECT MANAGER
SALARY RANGE: Classified Management - Range 18M

JOB SUMMARY
Under general supervision of the Executive Director or Director of Facilities Planning, Maintenance and Operations, manages activities relating to the District's construction projects. Supervises and oversees Bond Construction Project Manager(s) and coordinates this team's efforts, scheduling, and construction coordination task completion. Ensures all District construction is completed in accordance with applicable Federal, State and Local guidelines. This position will terminate upon completion of Bond Measure projects.

QUALIFICATIONS
  1. Required:
  1. Graduation from high school or its equivalent.
  2. Formal or informal education which translates to the ability to read and write at a level necessary for successful job performance.
  3. Knowledge of methods and techniques of general construction trades.
  4. Ability to perform field inspections in the areas of carpentry, mechanical, electrical, concrete, masonry, painting, earthwork, plumbing, H.V.A.C., welding, roofing, etc.
  5. Read and understand plans and specifications; operate basic office machinery; communicate effectively orally and in writing; work independently for maximum benefit of the District; establish and maintain cooperative working relationships with contractors, architects, engineers and District personnel; be physically capable of safely moving about construction site; use computer programs, word processing, and spread sheets.
  6. Possession and maintenance of an appropriate California driver's license.
b. Desirable:
  1. Specialized training in general construction work or in a related field.
  2. Experience as a licensed general contractor in the State of California.
  3. Bachelor's Degree in architecture, engineering, science or construction management or related field.
  4. Knowledge and experience of public works construction inspection, preferably in school district construction.
  5. Knowledge of Division of the State Architect regulations, guidelines and procedures, Cal-OSHA regulations, guidelines and procedures.
  6. Knowledge of the Five Cities (Arroyo Grande, Grover Beach, Nipomo, Oceano, and Pismo Beach) and San Luis Obispo County building and fire access codes.
  7. Building Inspector and General Contractor licenses.

ESSENTIAL FUNCTIONS
  1. Observes and expedites progress of work on District construction projects.
  2. Determines whether work performed complies with contract documents and regulatory requirements.
  3. Enforces compliance with Division of State Architect and Cal-OSHA.
  4. Coordinates capital construction activities (renovations, inspections, contractor and architect meetings, permitting activities, project close-out and building commission activities) for the purpose of ensuring that all phases of the construction project are completed within specifications and with minimal interruption to site personnel.
  5. Collaborates with a variety of internal and external stakeholders (e.g. other department and district personnel/administration, community organizations, contractors, architects, local city, county and state agencies, etc.) for the purpose of coordinating District facilities planning and major maintenance construction operations and activities, resolving issues/conflicts, and exchanging information.
  6. Assists in the review of shop drawings and submittal.
  7. Checks and reviews plans and specifications for errors and omissions.
  8. Maintains liaison between District, architect, contractor and regulatory agencies necessary to maintain project continuity.
  9. Inspects supplies, equipment and work performed for specification compliance.
  10. Attends preconstruction meetings and subsequently scheduled construction meetings.
  11. Schedules and observes test required by contract documents.
  12. Inspects work performed including mechanical, electrical, concrete, masonry, earthwork, plumbing, H.V.A.C., painting, welding, roofing, etc.
  13. Maintains accurate and complete records including, but not limited to, contract documents, project progress schedule, field memos, change orders, meeting reports, contractor submittals, payment requests, subcontractor list and inspectors daily log.
  14. Ensures that all work performed is directed by contractor or designee.
  15. Is responsive in answering Requests for Information (RFI).
  16. Is available to be on-site quickly to manage issues and troubleshoot problems.
  17. Assists with creation of bid documents, coordinates and conducts job-walks, and assists with bid openings.
