Capital Projects Manager

The County of San Luis Obispo Department of Public Works is looking for a self-motivated, dynamic, and enthusiastic Capital Projects Manager to fill key roles leading teams in planning and managing a variety of Capital Improvement Projects for County owned facilities. The Department of Public Works is responsible for implementing upgrades to existing facilities and for development of new facilities. Upkeep and upgrades to facilities are based on condition assessments and annual department request. Development of new facilities is based on a long-term Capital Improvement implementation plan for new facility projects throughout the County. The County utilizes delivery methods such as Design-Bid-Build, Design-Build, Job Order Contracting (JOC) and Construction Manager at Risk (CMAR).

The successful candidate will perform essential functions while working with County management, project stakeholders, consultants and staff to plan, budget, and deliver important projects. Representative duties of the position are noted below:

• Plans, organizes, and directs the activities of assigned program areas including, capital projects, construction management and facility maintenance.
• Provides consultation to County departments, and outside agencies, related to capital projects and facility maintenance programs.
• Monitors and evaluates progress of construction, repair and renovation projects.
• Develops project scope and inspects completed projects for compliance with contracts.
• Assists in determining the priority of capital projects.
• Manages the consultant and contractor selection processes.
• Provides supervision and oversight of assigned Project Managers, inspectors and other staff as assigned.
• Ensures projects are in compliance with applicable regulatory requirements, such as California Environmental Quality Act, Americans with Disabilities Act and energy conservation.
• Assists with development and implements policies, procedures and programs for areas of responsibility.
• Supervises, trains and evaluates assigned staff; interviews and selects employees; recommends transfers, reassignments, and disciplinary actions; coordinates staff work assignments; develops and implements training and employee development activities.
• Prepares and administers the budget for assigned area; forecasts demand and capacity for staff.
• Reviews and prioritizes work for capital projects, Facility Condition Assessment projects, ADA, seismic and security related projects.
• Prepares and presents reports to stakeholders.
• Attends and conducts a variety of meetings as assigned.
• Prepares and delivers oral and written presentations to committees as well as internal or external committees.
• Oversees the estimating, planning and delivery of capital projects and master planning for facilities.
• Oversees the solicitation of and evaluation of consultant proposals.
• Coordinates the County's capital projects public bidding process for facility projects (including preparation of bid packages).
• Prepares and presents Board of Supervisor agenda items.

Note: This recruitment may be used to fill future permanent, substitute, limited term, and temporary positions, both full-time and part-time throughout the County.

The ideal candidate will have knowledge and/or experience in a variety of the following areas: facility planning, conceptual master plans, project management, development of project documents including budgets and reports for capital improvement projects with an emphasis on buildings, familiarity with building construction practices and techniques, permitting, preparation of meeting agendas, status reports and have the ability to lead, supervise and manage a team. The candidate also needs to be familiar with reviewing plans and specifications; preparing schedule and cost estimates; managing consultants; coordinating utilities; perform technical computations; and communicate effectively in writing and with a presentation. The County employs various project delivery methods such as Design-Bid-Build, Design-Build, CMAR and Job Order Contracting (JOC), so it is desirable that the successful candidate have experience in more than one of these delivery methods. The successful candidate needs to be self-motivated with excellent organizational skills and must have the ability to manage staff to successfully deliver on its mission.

Education and Experience:

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Graduation from an accredited four-year college or university with a bachelor's degree in any discipline; construction management, architecture, engineering or a related field are preferred. In addition, four years of increasingly responsible construction or building maintenance experience including project or facilities management duties, two years of which being in a supervisory position or lead worker position.

Licenses and Certificates:

Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver license will be required at the time of appointment and must be maintained throughout employment. License as an Architect or Registered Engineer is preferred. Certification as a Project Management Professional (PMP) is also preferred.
