**What this job involves -** The Commissioning Program Manager is responsible for governance of HVAC systems commissioning across the client portfolio sites, including heating, ventilation and air conditioning (HVAC), building automation controls (BMS), and related infrastructure. The Commissioning Program Manager works with a team of engineers, technicians, and contractors to ensure implementation of best practices, to identify and resolve deficiencies throughout the execution of the project, and to drive continuous improvement across the installation infrastructure and associated processes. This role interacts with all members of the facilities manager organization, including senior management, projects and operations teams, field technicians, and client representatives.* Perform technical review of commissioning plans and reports to ensure alignment with design intent and current facility requirements.* Perform technical review of mechanical design and submittals, controls sequences of operation and program logic, and associated functional performance test plans to ensure compliance with relevant standards, design guidelines, best practices, and stakeholder expectations.* Evaluate operating trends, alarms, and other data from the BMS system subsequent to clip-in to validate performance of control systems is consistent with design.* Coordinate with project teams to ensure acceptable resolution plans to noted deficiencies in design and construction, and timely and effective completion of these resolutions within the project schedule.* Represent client on project team to ensure stakeholder requirements are appropriately addressed.* Prepare and present reporting to stakeholders as appropriate to drive effective solutions.* Proactively identify new process and existing process deficiencies, and support implementation of improvements to demonstrate continuous improvement.* Provide subject matter expertise (SME) within the team and internal stakeholders to ensure holistic and robust quality assurance based on clear value to the client and other stakeholders.* Support engineering team with commissioning-specific guidance as appropriate.* Demonstrate ownership of assigned projects, tasks, and initiatives to drive solutions to closure.* Perform project management of small scale projects associated with engineering or controls work.* Bachelors degree in mechanical engineering or a related facilities engineering field with relevant controls experience. (Associates degree with additional relevant experience may be considered.)* 8+ years of experience in facilities HVAC and control systems* Experience with HVAC, plumbing, and fire protection equipment and systems, including development and/or review of operating sequences for equipment and systems.* Demonstrated ability to organize and manage multiple simultaneous projects* Demonstrated experience in HVAC engineering fundamentals, including trend analysis* Strong problem-solving and troubleshooting skills* Excellent written and verbal communication skills* Ability to work independently and as part of a team* Engineering and/or Industry certification (i.e. P.E., CBCP, CRL, CMRP, PMP)* Previous experience leading engineering teams, including determining priorities, delegating and assigning work, and managing resources and deliverable deadlines* Previous experience in design, commissioning and operational support of HVAC systems.* Previous experience with building management systems (BMS), including logic/programming, points configuration, alarming and trending.
